My response when this Committee asked about Cyber Security was imagining the rescue teams on the ground and the wounded, neutrality and decentralization are essential, something I learned in Internet Relay Chat, although it is not safe for anyone, invented in the Iraq War in 1991, times of Peter Arnet and the first live broadcasts, it was the indispensable tool. Asked again today by this Committee, or responding to this concern, I would say that wars will increasingly be decided by Artificial Intelligence, in the sense that it is perfectly possible to introduce only the most reliable economic information possible into the world’s largest systems. We know that the motive for wars is money, although we have seen very recently that while this type of war of destruction of property saved the rich, the biological warfare model we are now working on affects everyone, rich and poor. Hence the importance of the World Health Organization and the standardization of standard health conditions, which allows us to travel on public transportation, for example. No super-rich person is more than two or three people away from someone who has passed someone who breathed inside a public transportation system, even a taxi. But for the law, the central implication is that these decision-making and scenario-projection systems, of strategic economic interest and victimizing through attacks, have within them, in their decision-making, the limits of International Humanitarian Law.

A minha resposta quando esse Comitê perguntou sobre Cyber Segurança foi imaginando as equipes de socorro em terra e os feridos, é indispensável neutralidade e decentralização, algo que aprendi no Internet Relay Chat, embora ela não seja seguro para ninguém, inventado na Guerra do Iraque em 1991, tempos de Peter Arnet e as primeiras transmissões ao vivo, era a ferramenta indispensável. Perguntado hoje novamente por esse Comitê, ou respondendo a essa preocupação, eu diria que as guerra vão ser capaz vez mais decididas por Inteligência Artificial, no sentido que é perfeitamente possível introduzir nos maiores sistemas do mundo, apenas informações econômicas as mais confiáveis possíveis, e sabemos que o motivo das guerras é dinheiro, embora tenhamos visto muito recentemente que se esse tipo de guerra de destruição do patrimônio salvava os mais ricos, o modelo de guerra biológica ao qual passamos a trabalhar atinge a todos, ricos e pobres, e por isso a importância da Organização Mundial da Saúde, e a normatização de condições padrão de saúde, que possibilite andarmos no transporte coletivo por exemplo, nenhum super rico está a mais de duas ou três pessoas que cruzou com alguém que respirou dentro de um transporte público, um taxi que o seja. Mas para o direito a implicação central é: que esses sistemas de decisão e projeção de cenários, de interesse econômico estratégico e vitimando com ataques, tenha em si, na tomada de decisão, os limites do Direito Humanitário Internacional.
