It is necessary to ask for a little calm even for the Government of Brazil at this moment, we know of a new conflagration in the political situation in different parts of the world, in many cases reaching the point of armed conflict. There is no doubt that Brazil can already consider itself the holder of one of the diplomacies with the most extensive tradition of peace, which had, for example, Celso Amorim as Chancellor in the recent past, a moment of unique protagonism.
Above all, what I think should be asked is that, for example, the same Celso Amorim of whom I have been an open admirer for many years, as of all Itamaraty tradition, to take it easy at this time. The BRICS are not and will not be the Warsaw Pact. Quite the contrary, we know that, it is one more of our beautiful propositions between friendly nations. And we understand that perfectly with President Lula’s visit to China, but we are left with the feeling of some precipitation with the trip of what is perhaps the most brilliant picture of Itamaraty that I know of, to the Kremlin at the same time as the talks with China.
Today the United States of America decided to contribute 2.5 billion Reais to the Amazon Fund, and we hope that they will carry out the proposal. We observed, for example, throughout the electoral process, until the first days of the new Government of Brazil, a posture by President Biden that guaranteed democratic normality in Brazil. It now reinforces its bet, and seeks to pass a positive image of Brazil even to its internal public, where, for example, its Democratic Party has manifested itself quite clearly in disagreement with the presence of President Bolsonaro in the United States of America after the election in Brazil .
Furthermore, we are currently trying to recover our self-esteem, on all fronts, and at this moment what is being asked is that it be much more than before, when I personally was a very active political actor on school benches, a government of conciliation. At that time, I heard this type of comment internally in the party institutions of the first Lula Government, a constant affirmation of a certain adversity and reflux, which made that first Lula Government a government of conciliation. At the time it seemed exaggerated and frustrating to me of many impulses of student militancy, today I believe it is more true than ever. We clearly live in a world and domestic scenario that is extremely conflicted in different ways, surpassing reasonable limits such as the self-determination of peoples and their sovereignty in an important part of Europe.
Internally, we have no less worrying signs of fratricide, it seems to us that it is always on the verge of happening in any political discussion in the country that terrifies us, and requires us to maintain conservative and centered bets, including the maintenance of our self-esteem in all fronts. When what the political culture offered to our citizens from the elementary school benches says that historically there was, for example, in the Government of Getúlio Vargas, perhaps beyond reasonable maintenance of a “pendular policy”. Nowadays, I am not as sure as the first political history books offered in Brazilian primary schools since then, that this “pendular policy” has prevented us from having to this day centers of pain and disagreement in allies of the policy practiced at the time, especially those who were strictly allied with the Vargas government were imbued with the hypothesis of aligning themselves with one side, which later turned out to be wrong for everyone.
Of all, what seems logical to me today is that the beautiful tradition of Itamaraty, and not of this or that government, and sometimes I would rather have Celso Amorim back at the head of the Chancellery and interacting with its traditions, the beautiful tradition of Itamaraty’s peace will always be the dominant culture in the country. And so send clear signals about everything, about the distance in truth that we have and can have, capable, and certainly not immediately and without internal support. Bearing in mind that we have to deal with painful processes regarding what happened to the disorder in our troops, which it should be noted had, in its immense part, exemplary peace behavior, as well as it is known, to act as peace mediators in the world. As for the rest, I never shy away from praising Brazil’s role in MINUSTAH in different parts of the world. Certainly the most capable peacekeepers, sensitive, with more than capable female commandos as I always say. The suffering of women and children in these circumstances of conflict is not negligible.
I never get tired of believing, and I believe that not even this government does, that we need all the help we can get. Sometimes, for example, I have already said this here on the Blog about France, I believe it is a good time to bet more on Brazil, the free trade agreement between Mercosur and the European Union should not be left behind either. I mean, what is required of us, as the Vice-President famously said in the position of Governor that he held for many years, what we need is work and discretion. Without making ourselves known for the rush that an ideology of automatic alignment appears, like not disassisting everyone internally in the debate, but gaining in the accumulation of a culture of peace and mutual assistance among all internally, in the sense of recovering our self-esteem. We have concerns, at the same time that the world asks us for attention, we do not always have the attention of the world that we need, but it is fundamental to insist that the opportunities that are offered to us with transparency, for the good of the Brazilian population, on all fronts, are manifest such as those relating to the environment and carried out by all. As well as those that we cannot abdicate in defending in global trade.
To a large extent, it can be said that Brazil up to now still respects its traditions, the oldest ones of peace and the most recent democratic ones, and this is what has reassured everyone. Something important right now, to reassure everyone. Even internally, but not only. And here I emphasize once again, for better or for worse, I don’t always think it’s completely right that we go beyond the reasonable amount of time that we don’t demonstrate beforehand for the self-determination of peoples, and their sovereignty and territorial integrity, we managed and we were taught, not to take the attitude of hastily aligning ourselves, but rather to save our internal interests in order to overcome difficult periods like this with better comfort for our population. At the same time, the culture of peace, especially in the democratic period, has been proving so capable from Itamaraty to the Armed Forces, that we cannot fail to give prestige to both, where it is not by chance that Itamaraty and the Armed Forces can and should assist each other, as they did in the still short period of our democracy in an exemplary way throughout the world in conflict situations.
