A minha resposta quando esse Comit\u00ea perguntou sobre Cyber Seguran\u00e7a foi imaginando as equipes de socorro em terra e os feridos, \u00e9 indispens\u00e1vel neutralidade e decentraliza\u00e7\u00e3o, algo que aprendi no Internet Relay Chat, embora ela n\u00e3o seja seguro para ningu\u00e9m, inventado na Guerra do Iraque em 1991, tempos de Peter Arnet e as primeiras transmiss\u00f5es ao vivo, era a ferramenta indispens\u00e1vel. Perguntado hoje novamente por esse Comit\u00ea, ou respondendo a essa preocupa\u00e7\u00e3o, eu diria que as guerra v\u00e3o ser capaz vez mais decididas por Intelig\u00eancia Artificial, no sentido que \u00e9 perfeitamente poss\u00edvel introduzir nos maiores sistemas do mundo, apenas informa\u00e7\u00f5es econ\u00f4micas as mais confi\u00e1veis poss\u00edveis, e sabemos que o motivo das guerras \u00e9 dinheiro, embora tenhamos visto muito recentemente que se esse tipo de guerra de destrui\u00e7\u00e3o do patrim\u00f4nio salvava os mais ricos, o modelo de guerra biol\u00f3gica ao qual passamos a trabalhar atinge a todos, ricos e pobres, e por isso a import\u00e2ncia da Organiza\u00e7\u00e3o Mundial da Sa\u00fade, e a normatiza\u00e7\u00e3o de condi\u00e7\u00f5es padr\u00e3o de sa\u00fade, que possibilite andarmos no transporte coletivo por exemplo, nenhum super rico est\u00e1 a mais de duas ou tr\u00eas pessoas que cruzou com algu\u00e9m que respirou dentro de um transporte p\u00fablico, um taxi que o seja. Mas para o direito a implica\u00e7\u00e3o central \u00e9: que esses sistemas de decis\u00e3o e proje\u00e7\u00e3o de cen\u00e1rios, de interesse econ\u00f4mico estrat\u00e9gico e vitimando com ataques, tenha em si, na tomada de decis\u00e3o, os limites do Direito Humanit\u00e1rio Internacional.<\/p>\n\n\n\n
